Besides the basic frame of normal project management, Scientific research project management has its own characteristics such as innovation management, knowledge management and uncertainty and risk management Through analyzing these characteristics, the article gave out the successful standard model of Scientific research project management, which consists of indexes of schedule, cost, technological innovation, potential benefit and venture investor satisfaction, based on Management By Objective (MBO) of traditional project management aiming at time, cost, and quality. Since uncertainty factors of scientific research project management increase, risk management including risk identification, risk assessment and risk response planning is researched, and a conceptual framework for scientific research project risk management is introduced.
