The article aims to analyze the context of government management and characterize the innovation-oriented model for Cuba. The objectives, approaches and trends of government management are investigated, their characteristics in Socialism and the most widely used management system standards are explored. Finally, the proposal for a government management model oriented to innovation for Cuba is described, which contains the principles, components, types of innovation, management cycles and the evaluation system.
